H-1B applications by state, 2008 to 2025
California worksites accounted for 105,318 certified H-1B applications in fiscal year 2025, ahead of Texas at 86,578 and New York at 45,340. The top three states held 41.8 percent of all certified applications.
How it is measured
Each Labor Condition Application names the worksite where the H-1B worker will be employed. Kitegraph assigns every certified application to its primary worksite state and counts them by federal fiscal year, from the Department of Labor disclosure files. Applications listing multiple worksites count once, in the first-listed state.
What the map shows
The program concentrates where its dominant occupations are. California, Texas, New York, Washington, and New Jersey anchor the map in fiscal 2025, and the same handful of states leads across the full series even as national volume swings.
