Amazon led all employers with 22,720 certified H-1B applications in fiscal year 2025. Across the full series since 2008, Infosys leads with 233,735 ahead of Tata Consultancy Services at 165,753 and Cognizant at 153,045.
How it is measured
The chart races the 25 employers with the most certified Labor Condition Applications across fiscal years 2008 to 2025, counted from the Department of Labor disclosure files. Employer names are normalized across filing variants, and a few corporate families are grouped: Amazon includes subsidiaries such as Amazon Web Services, Meta includes filings made as Facebook, and IBM includes IBM India. An application is a request to employ, filed before the visa lottery, so counts run above actual hires.
What the race shows
Indian IT-services firms dominated the first decade. Infosys peaked at 33,398 applications in fiscal 2015, six times its 2025 volume of 5,740. The board turned over in the late 2010s: Amazon passed Infosys in 2020, and the top of the table now belongs to product companies, with Cognizant and Ernst & Young the largest remaining services filers.
